I would presume they proceed the "Yakuza" name, ditch the numbers, then come up with new sub-titles.

But if they really wanna continue that old school JRPG feel, they should simply call it "Like a Dragon 2," as a call back to the re-numbering of the Final Fantasies or Dragon Warrior vs Dragon Quest.

To be off-white, Mortal Kombat is one of the almost iconic and recognizable brands in gaming, and so branding around individual titles might not have the same effects (commercial wise) compared to something like Yakuza that is infinitely more niche.

I think the core Yakuza fans would know that, but marketing wise, these types of rebranding are done to expand beyond the cadre audience.

To be clear, I don't think Yakuza Like a Dragon 2 (or another subtitle) would be a big turn off for possible newcomers, and so they can totally just do that without being worried nigh making new players feel overwhelmed (equally opposed to calling it Yakuza viii for example). I'm but pointing out that a very well known mainstream series like Mortal Kombat has advantages (when it comes to brand recognition and potential for commercial success) that a series similar Yakuza doesn't.
